UK Local Authorities Intend to Sell Off Social Clubs and Leisure Facilities to Balance Books

Based on a new survey of local authorities, English councils are preparing to sell community centers, sports centres, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils for second-tier cities in the UK reported that six out of ten of councils are planning to sell assets to meet the rising costs of social services for vulnerable individuals.

Councils have previously come under fire for disposing of public land and open spaces to support their budgets, but they argue they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

The group said that a significant number of councils seeking to generate funds from a quick sale of assets represented “a clear change from 2024, when the majority (six in ten) of local leaders stated they would prioritise restructuring services and using financial reserves to weather increasing financial challenges.”

Specific Examples of Proposed Sales

Medway Council in Kent said its asset disposal plan included the disposal of a shopping centre in Rainham and a social club in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the strategy.

Council Tax Rises and Wider Fiscal Strains

This research of local authorities in the coalition, which covers several urban centers, also found that over seven in ten of councils will have to raise council taxes next April to cover the growing cost of essential services, increased rates of homelessness, and a persistent accommodation deficit.

The authority said it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these require time to deliver both better provisions and cost efficiency,” said a council leader.

He continued: “We face population challenges which will persist to add to the pressures we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

National Patterns and Projections

Research of regional authorities recently further found council budgets being stretched by the increasing figures of young people and older individuals needing Send support.

A network of councils said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to cope with increased demand.

Ministers have delayed planned reforms to the special educational needs framework until the coming year after a white paper outlining those changes has been postponed.

Disadvantage and Funding Gaps

According to the most recent indices of deprivation (IMD) for UK local authorities, many key cities members were among the most disadvantaged in England.

  • “Participating urban centers like several major towns place in the top 30 across the country under the latest IMD measures,” said the report.

“Although only one key city is in the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of the nation. The data underscores the scale of challenges facing local leaders across key cities in the coming year,” the analysis added.

“Council officials have been clear about the need for a equitable and lasting funding system that accounts for and responds to the real levels of deprivation and demand,” said Michael Mordey.

“Without this, local authorities will persist to face impossible choices around which essential services to fund, and which to cut, to the disadvantage of their residents.”

One in five of local authorities have reduced or weakened care services in the last year, the study found.
